The Dallas Achieves Commission was organized by Superintendent Michael Hinojosa and approved by the Dallas ISD Board of Trustees in order to provide community support around the goal to transform the Dallas Independent School District into one of the country's top performing urban school districts within the next four years.
It is a collaborative effort of the Foundation for Community Empowerment with the co-sponsorship of Dallas ISD, Texas Instruments and the National Center for Educational Accountability.
The foundational premises upon which this quest for high academic achievement is built include:
- Empowered principals as instructional leaders
- Administrative structures supportive of campus leadership
- Data- and best practices-driven approaches
- Common curriculum and instruction across campuses
The Commission is co-chaired by: J. McDonald Williams, Chairman Emeritus of Trammell Crow and founder and Chairman of the Foundation for Community Empowerment; Pettis Norman, CEO of PNI Industries; and Arcilia Acosta, CEO of Carcon Industries & Construction.
There are over 60 members on the commission representing a very diverse set of stakeholders, sectors, and interests. Membership includes business leaders, civic leaders, grass roots leaders, philanthropists, students, teachers, parents, the faith communities, city officials, and state representatives. The Commission is supported by a project team led by Cecilia Edwards, President and CEO of the Foundation for Community Empowerment. On the project team will be the best professionals available to execute the research and analysis to support the Dallas ISD transformation effort. The lead partner on the project team is the global strategy firm, The Boston Consulting Group Inc. Other firms represented on the project team include Public Strategies (a firm led by David Osborne, author of Reinventing Government and The Price of Government) and Carol Reed & Associates (a public relations firm that has supported numerous Dallas ISD bond programs and other campaigns both locally and nationally). Other resources will be added to the team as deemed necessary.
